This tragic story points out the obvious need for arms control! After all, if the younger man had no arms, he could not have gotten Welton into a headlock. For that matter, if Welton had no arms, he could not have punched the younger man.
Clearly, we need to disarm everyone. It would be a simple procedure, generally performed at birth. In the unlikely event that someone decides he needs arms, arming him would require only a simple handwritten request that included the reasons for needing arms.
